I have not found the total but three-and-a-half tons of Jelly Belly jelly beans were shipped to the White House for President Reagan's inaugural celebration. Blueberry, one of the company's most popular flavors, was invented for Reagan so he could have red, white and blue beans. - index.truman.edu/issues/9899/1029/focus/focus29.asp

Ronald Reagan brought a new stylishness to the humble jelly bean. He had started eating the chewy candies when he quit smoking in the 1960s, and began having them available during meetings when he was governor of California, a tradition he continued in the White House during Cabinet meetings. Forty million jelly beans were eaten at the parties held to celebrate Reagan's first inauguration. - www.pbs.org/wgbh/amex/presidents/nf/teach/reagan/reagandk.html
