Just to add to what Senior Moments has said, the clock itself (the correct name of which is actually the Great Clock of Westminster) was installed in I think 1854 by Dent and Company who continued to maintain it until the 1960s and possibly later. However, I have an idea that during the 1970s the mechanism was converted from clockwork to electricity and the maintenance contract was transferred elsewhere. There is quite a lot of information on the bell, the clock and the tower in The London Encyclopedia which should be available in any decent library.
