The name of the movie that we believe David Nivens (from the pink panther) starred in the 80's or 90's, he was a simple gardener and whenever he was asked a question, he would always answer in 'gardening terms and words'. He then became famous for this and went into the political arena. Is this called the 'Gardener'?

Early in the movie he introduces himself as Chance...the gardener, and is misunderstood and the people thought he said Chauncey Gardener.
