Some whistles contain a 'pea' while other equally loud ones do not find the spherical object necessary. What is the purpose of the pea?

The warbling sound actually makes the whistle louder and more piercing. Opera singers add a warble to their voice for the same purpose - this is technically called 'vibrato' - although they don't use a pea to do it!
