According to 'The Evolution of the American Locomotive.'(Scientific American Supplement%97April 24, 1897)By H.T. Walker, the first whistle was a steam trumpet, fitted by George Stephenson on his locomotive 'Samson' on the Leicester and Swannington Railway (England), in May, 1833. Although it is not mentioned here, I seem to remember reading somewhere that it didn't last long, as it was too tall to pass through the Swannington tunnel! http://www.railroadextra.com/absa1.Html
