My dictionary defines number as: 'A concept of quantity that is or can be derived from a single unit, the sum of a collection of units, or zero.' So, yes zero is a number.

It's certainly a Binary Number as there's only 0 and 1

In binary 0 is the absence of one. In all other systems it is the absence of numbers within that system. You try counting to zero. Zero is not a number
