I'm pretty sure it was Nolan Ryan who was clocked at 100.9 mph, but that is just from memory.

I'm sure Cy Young did--they was just no way of clocking pitches back then.

gophils is quite right according to the Guinness World Records book. It happened August 20, 1974 in Anaheim Stadium. Socrates, you are probably correct as well. Unfortunately, since we have no way of knowing for certain, I think the only acceptable answer is Ryan Nolan. However, Cy Young is listed as the pitcher with most games won in a lifetime, and is one of only a handful of pitchers to pitch a perfect game.
