nice question !! best i can find - trawling through the low scores of Test History is 4 by George Lohmann in 1895-6 @ Port Elizabeth for England v South Africa in an innings total of 30.
The surprising thing with low totals is that (a) a lot of batsmen seem to get of the mark - but not get much further and (b) that the wickets are shared about. Even when India were reduced to 0-4 by England at Leeds in 1952 (four guaranteed ducks there!) only five men in all were out for zero - Trueman got three with Bedser and jenkins the other two.
Lohmann's total doesn't seem to be too many and i suspect that someone somewhere has matched it or gone one better.
