In the UK who is actually in charge--The Queen or The Prime Minister?

Technically the Queen is in charge, she has to sign the documents which bring anything into the law of the UK. The Government, headed by the Prime Minister 'Advises' her on which documents to sign. In practice, after going through the various stages of debate in the Houses of Commons and Lord, it is a formality for the Queen to endorse the document. Neither the Queen or the Prime Minister is in charge - Parliament (Commons and Lords) decide what will happen.
