A dirty bomb is one which produces a large amount of radioactive contamination, and was originally associated with nuclear bombs. Some designs of nuclear bomb are dirtier than others. The neutron bomb designed in the 1980's was supposed to be so 'clean' that it could be used against enemy forces immediately before the launch of an occupying attack (but I always doubt what the military and the politicians say!) The dirty bomb in the news right now is not a nuclear bomb, but a conventional bomb which would scatter radioactive material which had been placed immediately around the bomb. Exactly how radioactive the material is determines how 'dirty' the bomb is. The more radioactive the material, the more difficult it is to manufacture the bomb without receiving a lethal dose of radiation from it, so maybe that's some crumb of consolation.
