Three fourteenths of a gallon. (0.214 gallons).

1 gallon of 5% vinegar contains 0.05 gallons of pure vinegar
0.214 gallons of 90% vinegar contains 0.193 gallons of pure vinegar
Combining these, we get 1.214 gallons of diluted vinegar containing 0.243 gallons of pure vinegar. 0.243 divided by 1.214 is 20%.
