According to Brewers 20th Century Phrase and Fable it was the area on the ground directly beneath an exploding nuclear weapon. It was also called the Hypocentre

Agreeing with the above answer and It is beleived to be the code name for the site of the first nuclear explosion in the Manhatton Project (Only beleived because it is still under US National Security controls)
