I believe the difference would actually be that parks are usually wilderness preserves and the Custis-Lee Mansion and Arlington Cemetary are more on the order of national monuments. The cemetary itself is not part of the National Park Service. As far as which was established first, that would be Arlington in 1883. In 1919, President Wilson signed the act establishing Lafayette National Park, renamed Acadia in 1929. Arlington National Cemetery and Soldiers Home National Cemetery are administered by the Department of the Army. All other National Cemeteries are administered by the Department of Veterans Affairs, or the National Park Service.
