    Why do referees persist in giving a boxer, who is temporarily down, a standing eight count, when the standing eight count rule doesn't apply?

    		I believe that, 'Who is temporarily down' in your question refers to Rule 5.........

    HIGHLIGHTS OF THE I.B.A. RULES UNIFORMED CHAMPIONSHIP RULES
    as approved June 6, 1998
    .
    Rule 5. Mandatory Eight (8) Count after knockdowns will be standard procedure in all bouts.

    Rule 7. There is NO Standing Eight (8) Counts.

    Rule 9. A boxer shall receive a twenty (20) second count if he is knocked out of the ring and onto the floor. The Boxer is to be unassisted by his seconds. If assisted by his seconds, he shall be disqualified by the referee.
