Why do referees persist in giving a boxer, who is temporarily down, a standing eight count, when the standing eight count rule doesn't apply?

I believe that, 'Who is temporarily down' in your question refers to Rule 5......... HIGHLIGHTS OF THE I.B.A. RULES UNIFORMED CHAMPIONSHIP RULES as approved June 6, 1998 . Rule 5. Mandatory Eight (8) Count after knockdowns will be standard procedure in all bouts. Rule 7. There is NO Standing Eight (8) Counts. Rule 9. A boxer shall receive a twenty (20) second count if he is knocked out of the ring and onto the floor. The Boxer is to be unassisted by his seconds.
