Nielsen Ratings started in 1950 and in that year Texaco Star Theater rated #1. National Shows began in 1946 according to the reference book I have and there were no ratings listed.

The C. E. Hooper Company was an American company which measured radio and television ratings during the "Golden Age" of radio. Founded in 1935, the company provided information on the most popular radio shows of the era. In February of 1950, though, the company was bought by competitor ACNielsen.
