The U.S. Constitution was written at a convention held during 1787. Signed by 39 of the 55 state delegates, it was submitted for ratification in September of that year to each of the thirteen states. The constitution was to take effect following its ratification by the ninth state (in other words a two thirds majority). Delaware was quickest off the mark when it ratified the constitution on 7th December 1787, so it became the first state. Eventually on 21st June 1788, New Hampshire became the ninth state to ratify it, so under the agreed terms the cosnstitution took effect.
