Thailand. Spain. Saudi Arabia. Jordan. Nepal. The Netherlands. Sweden. Japan. Plenty of other places. There is a distinction between hands-on ruling (smaller, poorer countries) and figurehead ruling, and it is left as an exercise for the reader to decide which are which. Monarchs can be despots... or diplomats.
