One which is made up of all the political parties and which has no political axe to grind. It usually happens in time of war when they get the best brains on the job.

Actually, the true meaning from a political science standpoint is a group of various political parties where no single political party has a majority (in parliament, etc). The poltical parties agree to form a government together and cooperate rather than hold elections until one party has a majority. Coalition governments are notoriously weak as there are many concessions among the members when formulating policy. Also, there have been some instances of parties from different ends of the spectrum coming together to form a government.

Coalition government is composed of several parties joined together to form a government in order to secure a majority in the parliament for this government. The coalition would be made of parties close to the stand of the leading party in the coalition. Coalition governments are not necessarily weaker than other kind of government but it has more frictions among the members of the coalition because they don't share the same views.
