Does the EU have elected officials that all of Europe get to vote for?

The European Union is a confusing array of different institutions. The Union itself is controlled by the heads of government of the countries in the union. These are elected by local procedures within the country. There is also a European Parliament, which is elected by a single election over the whole of the EU. I don't know the limits of power of either of these two groups.

If you're asking whether the EU is democratic in any shape or form, the answer must be no, despite the pretence of the so-called European Parliament.

Since the leaders of the EU are elected, it must be considered democratic in some sense of the word.
