The past 130+ odd years has turned it into a symbol against a certain race due to the major conflicting issue of that time. So today I would say it has come to represent hate but that was not its original intent. It originally stood for States Rights. Aside, there are many things in today's society that have been demonized or skewed from original intent. You may have heard the deputy major of Washington D.C. use the word 'niggardly' when referring to a budget aspect. He was forced to resign. More recently a teacher was reprimanded for having 'niggardly' on a spelling test. The word does not deal with race in any way yet people are changing the view simply because they don't like the sound.
