There was a subway strike in NYC in that year. This led to gridlock in the city streets, which might in turn have made drivers abandon their cars if they couldn't get anywhere.

I think you're right Tabby Tom Your answer seems more plausable than mine. My guess was that there were severe earthquake tremors... More recently, in the 1970's and early 1980's, earthquake risk along the Ramapo Fault received attention because of its proximity to the Indian Point, New York, Nuclear Power Generating Station.
