Canada and Australia both have Queen Elizabeth II as their respective Head of State (sometimes aka Sovereign). Put three aussies in a room and we'll come up for four answers to the question 'Does the Queen 'rule' Australia' .. as for our Canadian cousins, this is how their 'de facto Head of State', the Governor General, as the Queen's representative, sees it (you can draw your own conclusions): Canada is a parliamentary democracy and a constitutional monarchy. This means Canadians recognize The Queen as our Head of State. Canada's 26th Governor General, the Right Honourable Adrienne Clarkson, carries out Her Majesty's duties in Canada on a daily basis and is Canada's de facto Head of State. Like many other democracies, Canada has clearly defined the difference between the Head of State and Head of Government. The Governor General: o represents The Queen who is the Head of State. o is appointed by The Queen on the advice of the Canadian Prime Minister. The Prime Minister: o is the Head of Government. o is the leader of the party with the most support in Parliament. www.gg.ca/governor_general/role_e.asp In 1975 we had an elected government (the Prime Minister and his cabinet), dismissed by the Queen's representative, our Governor-General. You tell me who 'rules' !

It is axiomatic that in the UK the sovereign reigns but does not rule. The same applies in Canada, Australia , New Zealand etc. Nowadays Parliament makes the rules and although Acts of Parliament cannot come into effect until Royal Assent has been given, this is merely a technicality.
