    		In general 'effect' is a thing while 'affect' is an action. You affect something, meaning you influence it, but the result is an effect.

    It is actually a bit more complicated than this, because the word 'effect' is also a verb meaning to carry out a course of action. So the American army could effect a withdrawal from Afghanistan.
