Time for a real answer- yes there have been NFL and college football games ending in a 0-0 tie. In fact, the Arizona Cardinals first regular season game ended in a 0-0 tie when they played the Chicago Bears on October 10, 1920. As for college football, Army and Navy played to a 0-0 tie in 1946. These are just two examples of several 0-0 games.
