What does 'curbs in' mean on the Stock Market channels on TV?

It means that program trading is restricted because of a big fluctuation in the market index. I'm not sure whether it happens on exchanges other than New {York;} I don't think there is any such restriction on trading in London. See http://www.programtrading.com/curbs.htm
