    		Agreeing with your answer Norwich, but correecting the question Leicester is a City not a town.

    		Sorry to disagree but Leicester on 27th March 1961 saw the introduction of the first Women Traffic Wardens. London got the first male ones a year earlier on the 15th September according to The New Shell Book of Firsts. It was Croydon according to http://www.parliament.the-stationery-office.co.uk/pa/cm200102/cmhansrd/vo020308/debtext/20308-08.htm
