It is just worked out by the rate of occurrence in a particular language. The Polish version has the Z worth 1 point!!

It is based on how frequently the letters occur in the English language. This 'frequency system' is especially helpful when playing Wheel of Fortune, but that is beside the point. Alfred Butt, the game's creator, got the idea from looking at a page in the newspaper. Less frequently used letters, like the q and the z, have a higher point value. By the way, both q and z are qorth 10 points. X and j follow right behind with 8 points. Conversely, all of the vowels and popular letters like r, s, t, l, and n are worth only one point.
