Question 23744 is a good example. I have twelve envelopes numbered 1 through 12, and twelve cards numbered 110 through 121. Can I place one card inside each envelope so that the number in the envelope divides the number on the card inside it?

Until you get up to twenty, write the numbers out. After twenty, although many people would say to use numerals, it is purely optional.

My copy of the 'Economist' Style Book - a very reliable authority - says to use figures from 11 upwards and for all numbers that include a decimal point, but never to start a sentence with a numeral - write the number in words. It goes on to say always use numbers for references to pages, for percentages and in sets of numerals (e.g. deaths from this cause in the last three years were 14, 9 and 6)

There isn't any Academy of English language at any of the English speaking countries like those in French Spanish Hebrew etc. so there are no rules do what you want. Those Academies usually don't concern themselves with questions of style.
