Why aren't Canadian territories provinces?

They are provinces Collins:Province: A territory governed as a unit of a country or empire. Manitoba Act, 1870 Created the Province of Manitoba and established its government. http://www.solon.org/Constitutions/Canada/English/ We need BB to add to this !!
