Not 100% sure but probably because that is the time the networks sweep out all the regular programmes for the year and sweep in all the re-runs of ancient movies etc.

It is the time of year that the television markets get measured for their numbers and type of veiwers. The networks try to attract as many veiwers as possible. It helps get more money for advertising.
