Snot is usually just hardened mucus. The mucus is there to protect the cilia, which are the small hairs in the nose. The cilia trap dirt and prevent other potentially harmful particles from getting into the nasal passage.

Also, when you've got a cold or a cough, the mucus (snot) tries its hardest to engulf the germs, enabling you to either cough them up, or blow them out.
