Europe is everything west of the Ural Mountains. Moscow is west of the Urals.

Academically, this is a highly contenious issue. Geographically, the Urals do make a good definition however, what about Georgia, Armenia etc who also fall within the Ural's Western boundary and Turkey's southern?
If you consider the EU's eastern border to define Russia then it is not considered in Europe. However, many would also argue that Turkey is too far south yet this is being considered.
Others consider Europe as Christian. Therefore Russia could be included but Turkey couldn't.
If you look at culture and architecture, Moscow and west Russia are very similar to that of western Europe, yet this changes.
Basically Russia is too big, economics are too powerful and the EU has confused everyone's place-space ideas
