The speed of sound in the air is about 760 mph. Suppose now that a police car is sounding its siren, and going toward you at 80 mph. Is the sound of the siren coming toward you at 760 mph + 80 mph = 840 mph, as measured relative to the ground?

No. The speed of sound is determined by the medium in which it is traveling, and therefore is the same for a moving source, but the frequency and wavelength are changed

Sequoianoir is right. On the other hand, if you are travelling towards the police car at 80mph and measure the speed of the sound coming towards you, you will measure it as 840 mph.
