Turning on incandescent lights will use up energy whether it is summer or winter.

During the winter essentially no energy can be saved by turning off indoor lights. This is because the lamp itself is a very efficient heater. Most of the enenrgy supplied to any electrical lamp is converted directly to heat. Even the energy emitted by light, upon being absorbed by the walls, furniture, and people, is converted to heat. During the summer, the situation is much different. If a building is air conditioned, any heat added by the lights must be removed by the air conditioner. Therefore, a neglected light wastes not only the energy delivered to it, but also the energy the cooling system must use to remove the lamp's energy.
