From Samuel Taylor Coleridge's 'Rime of the Ancient Mariner'. The title character narrates his shipboard misfortunes when he shot an albatross with a crossbow and was forced to wear the corpse around his neck. Killing the bird began his misfortunes and the phrase means any bad luck that sticks to a person.
