Nearest word I can find in Scandinavian languages is Old Icelandic svartaTHr (TH = Icelandic letter eth usually written like a d with a bar through it - pron. like th inthat). This means dyed black. Not much help, but a lot of North Eastern words come from the older Scandinavian languages.

http://viking.no/e/england/e-yorkshire_norse.htm#S swarf, swarth grit worn from a {grindstone;} mixture of grease and grit or metal particles (such as iron filings) This is about the lot I can do. What the hell quiz did that question come from? It's more obscure than anything in JAD's Christmas Quiz from Scouting Mag! Unless we're missing something obvious somewhere... Oh, hang on - one more desperate suggestion from Old Icelandic Svart-bakkr is the black backed gull. Could be a connection there with fishermen. I want to know the answer to this one!

I do like a challenge and oh boy is this one! Latest suggestion is that it is a name for black fish, probably Centrophilus niger as the other main black fish is found off New England. Or could be a term for Spanish fishermen related to swarthy. Not very popular with English fishermen. Still one more chance to come in yet - tomorrow evening if all goes well.

Last (probably!) suggestion from the chat room that Akela goes on - needles for repairing fishing nets. The note through my door says NE? against this one. The others are tractor related, which I reject except possibly in the shrimper context. Thehounds are still out and running - no knowing what they will bring back.
