It was the Dursleys. They are his Uncle Vernon, Aunt Petunia, and cousin Dudley. They are not evil they just hate anything to do with magic.

Dumbledore takes care of him at first then he gives him up to Vernon Dursley and Petunia Dursley to take care of him.

Vernon, Petunia and Dudley Dursley, his mother's sister's family.
Sirius Black (his godfather and dad's best friend) offered but Dumbledor insisted he live with his aunt and uncle.
He didn't live with Dumbledor at any time. Hagrid took him to meet Dumbledor on the Dursley's street where he left him on their doorstep. He never actually took care of him.
