Depending on what language you're reading. In the original Hebrew, the shortest verse in the Old Testament is "Lo tirtzach" (translated as "Thou shalt not murder"), with six letters (two words). Since most Bibles print Exodus 20 in what Jews call "ta'am tachton" with a different distribution of verses, the shortest then becomes "Adam, Seth, Enosh" (9 letters, three words) found in 1 Chronicles 1:1.
