The quote is taken from the American sitcom 'Frasier' and is spoken by Frasier's brother Niles. The brothers are both trying to secure membership to an exclusive (and very snobby club) at a time when there is only one vacancy. Niles, thinking that his application has been rejected, launches into a tirade during which he tells the president of the club that he (Niles) would not join if they begged him. He then discovers that it is Frasier's application, not his own, which has been rejected. His face when he realises is a picture.
