    From the Guinness Book of British Hit Singles:

    Most Top Ten Hits Without A Number One - Nat 'King' Cole 13 hits with 9 weeks at number 2.

    Most Weeks In Chart Without A Number One - Billy Fury with 281 weeks.

    The Guinness Book of British Hit Singles tells me that Nat King Cole achieved eighteen top ten entries in the UK without ever making the top {spot;} however, one might only count sixteen of them, as one of those songs was a re-entry, and another was a re-issue, which would bring the total down to sixteen, putting him on a level par with Janet Jackson, who had this many top ten hits without a number one.

    The charts are compiled on a weekly basis so every week is classed as a new Top Ten and even if the song is re-issued makes no difference to the actual answer of Nat King Cole.

BTW, Siskin - It was not my intention to appear as though I was attempting to contradict the information you have given - While you had already answered, I was still dawdling trying to get my facts in order!
