    When did Canada get full control of its own foreign policy?

    The Canadian government established it's own department for External Affairs in 1909, which helped them direct their own foreign policy. However, as part of the British Empire, Canada was automatically drawn into World War I in 1914. In 1917 the British war cabinet met and decided that Canada and other British dominions should be recognized as autonomous nations with the right to direct their own foreign affairs. This is known as Resolution IX and was drafted by Canadian Prime minister Robert Borden.

    Today Canadian foreign policy is obvioiusly influenced by the US. But at least Cretien isn't completely Bush's poodle like Tony Blair.
