There has been more than one. Sebeknefru (also spelled Sobekneferu) was the last ruler of the 12th dynasty and reigned as full pharaoh because of the absence of a male heir. There was also Hatshepsut (also called Hatshopsitu) who ruled in the 18th dynasty. May 26 00, 3:44 PM

Actually, only Hatshepsut reigned as Pharaoh, because she proclaimed herself KING, not QUEEN of Egypt. She even wore false beards, as male rulers did. A number of women, including Cleopatra, were in charge of Egypt by themselves because their husbands were dead or no suitable heir could be found, but only one, Hatshepsut, was given the title 'Pharaoh'.
