Spain had its own problems and was considered neutral.

While they were officially neutral, they had quite close contacts with Germany, which was played on by the British in the case of 'The Man Who Never Was'. This was a body placed in the sea off the Spanish coast, apparently from a plane crash, in posession of a briefcase containing secret papers about the Allied invasion plans. The Spanish authorities duly returned the briefcase to the British, after it had been copied by the Germans. Which was the whole idea, as the plans therein were totally fake and misleading.

Spain had just ended a bloody civil war that served as a prelude to World War II. Being that the facists won the war and gained control of Spain, they were natural allies with facist governments in Germany and Italy. However, Spain's leader Francisco Franco was never a close political ally with the Third Reich and began to disassociate with Germany, especially after he sensed that they would lose the war. It may be the reason why only his government stayed in power while Hitler and Mussolini crumbled.
