The following site says that Anna Eleanor Roosevelt was the first First Lady to fly to a foreign country in 1934 (among other firsts for First Ladies). http://www.geocities.com/Athens/Parthenon/1402/frstfrs2.html Given that manned powered flight was achieved in 1903, that narrows the field down a little.
