Kojak famously sucked Tootsie Pops. I've never seen them for sale in the UK, but I believe Mr Owl is the symbol of the manufacturer.

An Austrian immigrant, Leo Hirshfield, brought his recipe for a chocolatey, chewy candy to the US in 1896 He began producing the candy in a small store in New York City and ended up naming the candy after his five-year-old daughter, whose nickname was 'Tootsie.' The Tootsie Pop is the lollipop that made Detective 'Kojak' famous on TV http://www.tootsie.com/history.html Students at Whittier Elementary in Waukesha, WI determined that it takes an average of 9 minutes to reach the center of a Tootsie Pop.
