You may be thinking of Eight-Ball Pool where at least four object balls must hit the cushions for the break to be legal.

Snooker has no special rules for a break to be legal. In 8 ball pool, 4 balls, not including the cue ball, must reach a cushion, UNLESS a ball is pocketed from the break in which case the number is irrelevant.

As long as the white ball contacts a red ball the break is legal - in/off the break is a foul and the other player has the option of playing from the D or putting the other player back into play. An illegal break (eg hitting the pink) the opposing player is awarded 6 points and is offered the option of playing or putting the opponent back to the table. As far as I can see it A foul shot cannot be called unless the player deliberatly misses the pack and snookers the other player in which case the referee should call a free ball.
