If you are talking about the television show 'Who Wants to be a Millionaire?' it was John Carpenter, a worker for the IRS.

John Law, the 17th/18th century economist who did much to popularise paper money is certainly a candidate. He is also noted for coining the word "millionaire". He lost most of it in the 1720 South Sea Bubble and ended up a pauper.
