Why are the ice creams 99s called 99s?

The radio recently questioned this mainly as there were 100-103 guards, not 99. Other theories were the original address of the ice cream seller who sold them was 99, and two places have been visited on TV which apply, and finally you got 99 flakes per box, which is dubious.
The conclusion was the answer is lost in time, but 99 as an address at least had some evidence in history.
