Since Aragorn was the heir to the throne of Gondor and the throne of Arnor, he considered that he was the rightful owner of all the Palantiri, except the one on the Tower Hills, which was controlled by the Elves. He laid claim to the palantir of Orthanc, since it came into his hands.
