According to the following site, Nino Balducci appears to be a slang term given to a long-serving Air Force cadet.
A little more unsubstantiated rumour concerning the perpetual cadet was that some members of the class of 1959 went to Italy and heard about an aeronautical engineer who designed a bomber which never flew. His name was 'Nino Balducci' and he started to appear on Alpha Rosters, etc.
How well do you know the lyrics from Ill Nino's 2003 CD, "Confessions"? I'll give you a few lines from a song and you tell me what song it's from. Good luck!
